Making choices...

All- this is an example of the photographer using an unusually high ISO so that the figure is sharp and not showing motion...notice the feel of sand or dots of color...you may have to click on image to see it larger...

with little light we can deduce that the photographer was using a shallow depth of field to allow for faster shutter speed yet had to also use a high ISO to get image they want...

It is ALWAYS better to use a higher ISO than to have an image that shows motion when you want it to be sharp!
